This factor attracts Indian students to prefer China / Russia / Philippine etc. for medical education.
In some of theses countries, medical degree is issued as "MD in Gen. Practice / Physician". Please understand that this is only basic medical degree and not a Masters Degree. In India, MD is a Masters level program.
Before joining these courses, one should get eligibility certificate from Indian Medical Council. Medical Graduates in China, Russia, Philippine and many other nations

Yes, you can. You must meet the admission criteria such as minimum grades and IELTS/TOEFL requirements for which you need to check the university or college websites. You can also refer to the link below
