Yes, they are same, just the difference is that, earlier when it came under Bangalore University it was known as Garden City College (GCC) and later GCC registered with UGC and became Deemed University (self-regulatory institution) in the month of February, 2016 to Garden City University (GCU), when it also celebrated it's 25th anniversary.

REC is good for civil engineering due to the good placement drives organized by this college as per the reviews of the college.
