According to my research, the best college in Delhi for M.Tech in structural are:
1. IIT Delhi (GATE, CEED)
2. DTU (GATE)
3. Guru Gobind Singh Indraptastha University (GATE)
4. Jamia Hamdard
5. Indira Gandhi National Open University (IGNOU-I2IT)

The basic difference between courses in India and abroad is that the courses abroad are more practical oriented compared to the courses in India. You might need a bit of time to adapt to their education system, but it won't be a trouble at all.
