Hello Arnab,
One can always study while serving any organisation. Here it's not the Jadavpur University but State Govt whose permission you need to take even before applying. Then you will have to think as to how you will attend classes, find time for study etc. But all these are definitely manageable issues. Just have this as aim and do not leave it untill you achieve it.

The college allotment is completely based on your DCET rank. With this rank, you will get this college. BVB is an aided college and gets filled ASAP. It's better to check out previous year's cut-off for this college.
