If you appear for civil services examinations after 10+2+3 with normal graduation degree, you will be able to earn faster. In medical you will take 10+2+5.5 years before you earn. Therefore, your argument has flaws.
Civil services examinations is very competitive. Therefore, it is good idea to appear in civil services examinations after any professional degree to mitigate risk of failure.

IAS and B.Sc computer science are both different subject. Preparing for IAS involves lot of general studies and also you can choose one specialization after the preliminary. It's just a matter of fact that both the subject are not related too much. Any graduation is required for writing civil service.

The selection of optional is a very important factor in getting a good rank in UPSC. There are 3 optional subjects 1.Civil engineering 2. Mechanical engineering 3. Electrical engineering. If you are in any of these branches then you may opt the subjects, but the selection is dependent on a no. of factors like interest in the subject, syllabus, availability of material, etc. So think twice before selecting a college.
