Yes, you are eligible to apply in Delhi Police for head constable and constable posts. Your steno vocational course make you entitled to apply for Head constable (Ministerial) post also.

If you want to crack IAS exam then you should choose BA because with BA, you don't need to study hard, you can easily pass out with BA without much effort, but if you will choose B.Sc then you need to study hard and you'll not get time for IAS preparations.

A Scoring Optional:
Most IAS beginners choose an optional simply because it is considered scoring. Some of the optionals that are considered scoring are Public Administration and Geography. While Geography has returned marks with 400+ in IAS Mains, many candidates have been scoring 340+ and 350+ in Public Administration in the past few years. In fact the average marks scored by Mains candidates in Pub Ad in 2008 Mains was 266 which is quite high considering that it is the most preferred optional among IAS aspirants. If your aim is to join civil services, then B.A. will be best for you. You will get the UG degree in a short span of 3 years, and then you can appear for the exam. Going for an engineering degree is not suggested, because it will take 4 years and in most cases a year of drop after class 12th is required. Just join Government College, it is better to go for any 3 year UG course and prepare for UPSC with full power. I will suggest you to go for B.A. .

Arts side is better if you wish to prepare for IAS. As this side will give you some subjects that would compliment you in the IAS paper too. But you could take up Science as well, totally up to your interests. I have heard and observed that Science people clear IAS easily as they get used to of studying a lot with the Science curriculum.
