Whichever UG course you pursue doesn't matter, as you want to appear for UPSC. Any UG pass out can appear for civil service examination. A person in my city was a B.Tech graduate and cleared preliminary and mains in one attempt. When he was asked the reason of his success, he told that he solved the previous year's question papers of UPSC and read the current affairs of India everyday.

Indian Administrative Service (IAS) is a civil services exam conducted by Union Public Services Commission (UPSC). It is one of the toughest competitive exams in India. Its not about re-exam but the reason for re-exam. If you failed then admission in top B-Schools or IAS exam would be difficult.

You have to crack the UPSC exams though there are different categories post like IAS, IPS, IRS, etc. For this, 1st you have to complete your graduation then only you can attempt the exam. The exam rank will help you to become what you want.
