For civil services, you should choose that course in which you have more interest I would suggest you to do BA course because as you will do this course on the same time you can study for civil services.if you go for technical courses then you its really typical for you to study continuous with your B.Tech

Yes, you can appear for civil services exam after completing CSE. You just need to be a graduate in order to take civil services exam. The stream doesn't matter.

For civil services you can do B.Sc, also and B.Tech also. Its up to you that what you are interested in. I will suggest you to do B.Tech as even if you don't qualify civil services you will be able to get good job.
