Start by reading The Hindu newspaper. Make short notes from it and remember all the key concepts. Then for general knowledge opt for Lucent's general knowledge. Whatever you study, make your own notes. Then join any good coaching institute so that you will get guidance about how to go about. Then you will become fluent in English.

It is an UPSC level exam, which is conducted every year. You need to enroll through the official UPSC website, when the announcement is made.
