Yes indeed! And at any point of time ,it's never late. Pursuing what one likes is justified because only then one can do justice to the profession ! The productivity and efforts put in are directly proportional to how much a person is interested in a job !
To become an IAS officer you have to appear in Civil Service Exam.
The Civil Service Examination is organized by UPSC every year to recruit candidate for IAS, IPS etc.
Academic Qualification:
The candidate must hold a bachelor's degree in any field from a well known college or university.

Of Course Civil Services(IAS) can be pursued by any recognised degree holder. There are many doctors who are district collectors now and hold similar responsible positions in administrative services.

Indian Administrative Service is one of the prestigious services among the 24 services like IPS, IFS etc for the which the UPSC conduct Civil Services Examination for selecting the candidates.
UPSC (Union Public Service Commission) is the government agency responsible for selecting the right candidates for this service. Every year only around 1000 candidates are selected for all the 24 services combined. Yes itvis a good option but then be very sure about going in the admintrative line of Govt sector. It is difficult to come in merit in UPSC exam in the first attempt itself. You miight have to make more number of attempts. Judge yourself correctly and if you do posses the required skills and the bent of mind towards intense studies then go for it.
