If you are sure of preparing only for the civil services exam, then you can join an arts college. UPSC doesn't prescribe any specific graduation, so studying arts will give you an ample amount of time for preparation from your college days itself. You can also choose a degree based on the optional subjects.

The eligibility criteria of Drug Inspector is given below: Educational qualifications:
1. B.Pharma or Medicine with specialisation in Clinical Pharmacology/ Microbiology.
2. Additional 18 months experience in manufacturing or testing of Schedule C or C1 drugs is also asked in UPSC but is not essential. The above qualifications are applicable for state services also but you should also be familiar with the local language and customs. Many states currently do not require any experience after B.Pharma to apply for Drug Inspector post like Andhra Pradesh, Bihar, Gujarat, Kerala, Assam, Himachal Pradesh, Rajasthan and Madhya Pradesh.
