There is huge difference between both. In BA. Programme, you will get 4 arts subject like Hindi, English, Economic etc. in each semester. But, in political science (Hons.), you will get all subjects related to politics. These subjects can be Indian politics, foreign politics etc.

Usually, it is on the basis of seniority but there is no particular procedure for it as you can see our army chief, Vipin Rawat. It all depends on your and your impression.

Anyone can appear for UPSC irrespective of what they did in graduation. If you are 21 years old and have a graduate degree, you can go and write UPSC.

Presuming that you are PCM in your +2, you may opt for a regular B Tech/BE in Computer Science or IT form a recognised university. You will have to clear state/national level entrance examinations to secure admissions. After your graduation you will become eligible to appear for Civil Services Examination.
