Learning a skill does not require a compulsory background. The most interesting thing about learning how to code and software development is that anybody can do it despite their subjects. If you are willing to learn and determined then it will be easier to learn C+ and Software development.
You should start with a basic programming language i.e. C or Java before learning C+. It would help you get a basic idea of a programming language and build logics. Switching to another language would be quite easy if you have learnt a programming language. There would be just the difference of syntax and use of certain methods.

You are not eligible for seeking admission in Mechanical Engineering after 10+2 in Humanities subject as eligibility criteria for seeking admission in engineering degree is 10+2 with PCM subjects. You may have to reappear in 10+2 in PCM subjects to become eligible to seeking admission in any engineering degree.

Bharti Vidhyapeeth conducts it's own CET and takes admission on that basis only. It does not take admission on the bases of MH CET.
So, you can definitely take admission in BVP, but you will have to give the entrance exam.
