actuaries is a course which arts students cannot do. But actuaries is not a UG degree course.
As far as I know, nowadays, people of any stream can do anything of another stream if they have the dedication.

48% is very low and you will have limited options. You can check private colleges but they won't be highly ranked or on donation basis.

Even though the exam to be undertaken is popularly known as IAS exam, it is officially called UPSC Civil Services Exam. The UPSC CSE consists of 3 stages Prelims, Mains, and Interview. Getting into Indian Administrative Service is not easy considering the competition involved, but not impossible for a candidate with right attitude and approach.

For joining NDA, eligibility conditions for Indian Army under NDA is:
The candidates want to apply for Indian Army must have completed 12th or its equivalent exam from a well-recognized board. The appearing candidates can also apply.
Eligibility for Indian Navy and Air Force in NDA is:
Those seeking for Indian Navy and Air Force must have passed their 12th/appearing from a recognized board or University with Physics and Mathematics as a compulsory subject.
So as per the rules, for Nav/IAF, you need to join science stream but for Army there is no compulsion on the stream. So, you can join NDA but you would have the option of Army

NIOS is recognised all over. It is an autonomous organisation set up by the Ministry of Human Resource Development, Government of India, and it is also approved by The Association of Indian Universities. No body can question its authenticity and if they do they are challenging the MHRD's decision.
