Yes, you are allowed to appear in 12th commerce exams at any center of Porbandar if you have affiliated to the Porbandar center with any board of examination which conduct the examination center at Porbandar like GSHSEB. While identifying your exam center while filling the exam form you get the option to choose Porbandar as well. However, specific information may be obtained directly from the board or the school that a person is attending.

Yes, you can. CUET does not restrict any students from chossing any discipline on the basis of 12th. So, even if you have completed your 12th standard with a commerce background,   you can take fine arts as a domain subject in CUET exam.
