Yes, you can apply for admission af colleges if you have failed the 12th board exams. Many colleges and universities offer admission to students who have appeared for compartment exams, provided they meet the minimum eligibility criteria for the course. A decision between BCom or BBA after Class 12 Commerce should depends on your interests and goals. BBA deals with all different aspects of a business like HR, Marketing, Finance, etc. where as B.Com is purely focused on Commerce.

Yes, you are allowed to appear in 12th commerce exams at any center of Porbandar if you have affiliated to the Porbandar center with any board of examination which conduct the examination center at Porbandar like GSHSEB. While identifying your exam center while filling the exam form you get the option to choose Porbandar as well. However, specific information may be obtained directly from the board or the school that a person is attending.
