There could be many options from engineering to management, but the decision has to be made solely on your own interests and career plans. You must know what you enjoy and eventually succeed. A major question for every student at this stage. Identify your passions and interests. Figure out what you like. Are you good with numbers? Or do you like creative work? The obvious choice for a PCM student is engineering however you must know if this is what you want. Please check the career counselling page here and map your talents/interests

As a PCM student, you can opt for any field of your choice from engineering to humanities. What you will study will now depend on your interests and aptitude.

For open schooling NIOS has better reputation and recognized abroad also. So I will suggest you to go with NIOS.

You may consider B.Sc IT or BCA or B.Sc CS. Since your percentile is very low you have to check the admission cut-offs of the colleges separately before applying.
