Most of the colleges don't look at the ST rank. Since your general rank is very low, it is very hard to get admissions into good private colleges.

Kindly check the website of lower NLUs after 7th July for vacancy seats. Apply for it and if your name appears in the vacancy seats list, do visit that NLU and take admission.

Not important, but National Law Universities which you get through CLAT are like IITs of law. They provide an overall better experience than any other law college.
