Yes, Canadian universities require 4 year Bachelor's degree, you have to first check with the universities directly if they will accept your degree or if an evaluation would be required. You may also complete the first year of a MS course in India. It is generally accepted. But before preparing or planning anything please check with the universities.

Aspiring candidates for Ph.D. in Psychology program need to meet the following minimum eligibility criteria:
Postgraduate degree in Psychology, completed from a recognized institute/university
A minimum aggregate score of 55% (50 % for SC/ST candidates) or equivalent grade at the level of post-graduation
At least 5 years of teaching/ industry/ professional experience at a senior level
In some cases, M.Phil. in Psychology is also preferred

Recently, UGC has announced that candidates who score 55% in their Masters are eligible for MPhil from UGC recognized universities. So you need to focus on getting at-least 60% in Masters to be in the safe zone (Only if you are a general candidate).
