Sorry to say but you haven't qualified JEE Mains, so you are not eligible for admission in any college on basis of JEE Mains score as the admission starts with 150+ in JEE Mains.

As far as cutoffs of JEE are concerned, if you want admission in top 10 colleges then your rank should be less than 20k i.e. 175 normalization marks Iie. 175 marks in JEE Main and 93% in CBSE boards.
With your scores you will get admission in mediocre government or private colleges.

No, you can apply through REAP 2017 on the basis of 12th marks. Try for SKIT, JECRC or VIT-Jaipur.

Are you from reserved category? If yes, then there is a chance you can get some government college .
But if you are from general then you have to go for government affiliated college.

You have almost nil chances in govt colleges. Your only chance is to get admission via management quota of private engineering colleges. Else, you can take break and appear next year.
