It is indeed great for you to think of going for engineering studies after completion of your Diploma in Engineering. Jharkhand government indeed offers of Window of admission called latera admission for Diploma holders in all the technical colleges. The prospective students have to clear an exam called JCECE(LE). Based on the merit of this exam students will be called for interview and give an admission based on their ranking.

I am afraid your dream is not going to come true. This is so since Maharashtra along with many other states restrict admission for engineering colleges for first year at well as for lateral entry for the students who are domicile of that state. You are doing diploma from a college in West Bengal and it seems that you must be domicile of West Bengal. Hence for you to get admission in a government college is next to impossible. You can do you MSc-Math with application of computer science (MACS) from IGNOU. This is 2 to 4 years of program without any age restriction. The fee is about Rs. 22000. The minimum eligibility criteria of program is graduates from a recognized University/Institution with a major, or honors in mathematics with at least fifty percent marks in aggregate. Graduates with BA /B.Sc degree with Mathematics as one of the three main subjects with equal weightage, securing at least 50 percent marks in aggregate and 55 percent in Mathematics will be considered.
