No, it is no possible to seek admission at IISc for M.Tech without GATE exam.  Indian Institute of Science, Bangalore offers a four year M.Tech in various specialisations including Civil Engineering, Computer Science and Engineering, Chemical Engineering, Mechanical Engineering and others.
