Subalakshmi, all Govt medical colleges of India have the least fee, probably much less than Rs 3 Lakhs/annum.

Admission requirements vary with universities. In general applicants must hold a Bachelor of Science degree. An IELTS score of 6 or TOEFL score of atleast 90 is also required. I will also suggest you take up Chinese language classes as some universities may offer the program only in Chinese.
