Yes, if you check the admission requirements pages of these universities, it clearly states the requirements. Though for NUS it is not recommended applicants with a GMAT score will be preferred.

For admissions to MBA applicants must hold a Bachelor's degree, have a work experience of 2 to 3 years, must have taken GMAT or GRE and IELTS or TOEFL. TOEFL is usually accepted in USA and Canada. For Europe, IELTS and CAE are more acceptable. Also, since most of the courses offered are not in English, you might have to consider learning French. Here's a link for the university to help you
