Yes, you can join two programs of GU at the same time. But, there lies an obvious condition that the university only provides legal dual degree courses and the same student can't practice any illegal practices by enrolling in two different programs which are not guided under the Indian education ministry laws. Firstly, you must have at least 60% in the 12th Board. Secondly, if you still have lower than the above criteria, you can get through management quota also.

NIET doesn't provide the facility to pay hostel fee in installments. But you can do one thing, pay some of the amount as token money and book your seat. And pay the remaining amount before semester exam. Otherwise they won't allow you to sit in exams. If you're in first year I'll suggest you to live in hostel. Otherwise you can live in PG or take a flat on rent in nearby area.
