Yes, you are eligible for admission in St. Xaviers, Ranchi for BA English. Minimum eligibility to pursue this course is that candidate should have cleared class 12 exams with Mandatory Subject : English. Admissions are based on marks obtained in 10+2. Yes, I think you can pursue MA in Mass communication as there is generally no age bar for post graduation courses. Yet, please contact the university for a clear information.

In-order to get admission in Ranchi University for Post Graduate course in Botany, you have to clear the entrance exam organized by the university.
Admission Eligibility: B.Sc/ B.Sc (Hons.) with 55% aggregate marks.

NIT, Trichy is the best option but if you want tag of IIT you can go for Dhanbad that is also a good campus. In terms of placement both are good. Many MNCs visit there and they hire those students who deserve better. But personally I suggest you to opt for IIT, Dhanbad.
