Affiliated colleges offer decent placement and are generally subject to audit, so it is much recommended to go after recognized and reputed colleges with affiliated courses.

Kashish, though Desh Bhagat and Rayat Bhara both are good, but seeing your percentage and reading about your financial condition, I would suggest that try for admission in another university in your state-Lovely Professional University. They are offering scholarship on marks in 12th and with your good marks you stand a chance of getting a good scholarship.
LPU is one of the best universities in the country with highly qualified, experienced faculty. Even the placements of the university are very good.

First shortlist the universities offering the course. Then see the exam requirements - if they require GRE for MTech or not. Apart from GRE, you will be required to appear for either IELTS or TOEFL.
Here are the documents required for admission -
Attested copies of mark sheets of Standard X, XII, and the Bachelors degree (if applicable)
At least, two academic reference letters from professors who have taught you most recently
If you have work experience then two letters of recommendation from the employer/manager who knows you well and can comment on your professional abilities
Statement of Purpose (SOP)
Resume
Photocopied score reports of
