Yes, candidates can get admission to the to Government Law College, Churchgate for LLB with 60% in Class 12th. Since the college's admission guidelines states candidates must have Class 12 with 45% aggregate for Open Category candidates ( i.e.45% for all the parts of the Degree Examination taken together), and 40% in aggregate in degree examination in all parts of the Degree Examination for candidates belonging to SC and ST Category belonging to State of Maharashtra only.
