First of all, every college is good. Everything depends on the students and how he/she is. Thus as per the question, my answer will be if you choose NIT, then go for Agartala or Silchar, else choose OSMANIA University.

It is very difficult to get in NIT with this score. Because, the cut offs for NITs go very high every year. There is a quota for residents of the same state in that NIT. You can try.

I don't think you can pursue higher studies after a course from III. I further request you to ask and consult your faculties for further options and ways.
