First you should clear you 10+2 then you will eligible to take admission in colleges
Admission in Hansraj College is on the basis of merit basis so according to this you should complete you 12th first then you will eligible for colleges admission

That's bad. You need to keep tab on upcoming dates and deadlines.
You visit the college and directly speak to the admission cell if they can consider you for late verification.

Migration certificate is only needed, if you seek admission into any other university, whether it is in your home state or in other. You will get it by the University from which you completed your course. Migration certificate is also sought after clearing 12th class at the time of admission to any course. So yes, if you are applying in LIT Nagpur, you need to submit Migration Certificate if you are going for UG course. Unless you did your last UG degree from the same College / university.

The last year MAHCET cut off for MBA in asked college for general open category in Finance, IT and HRM were as under.
1. MBA Finance=77 Marks
2. MBA HRM = 77 Marks
3. MBA IB =77 Marks
While for All India category the cutoff marks was 96
Hence from above your chances are moderate.

You can do both, distant learning and certificate course. Certificate course will help you in enhancing your skills and a degree through distant learning will help in improving your educational qualification. Now it depends on you how you will manage your till and how you will do it. But, I would suggest you to do certificate course first because that'll help you in learning new skills and enhance your experience.
