You can take UPSC exam, because mininum eligibility is, Bachelor's degree from a recognized university, even if the degree is through distance.

As such, there are no minimum eligibility criteria for IELTS set by the conducting bodies of IELTS. Anyone who wishes to pursue higher studies abroad or wants to work abroad can attempt the IELTS exam (both Academic and General Training). A very ambiguous question and hard to comment on since you have not mentioned which department you are applying to. Your CGPA does not seem bad, I believe you have to take the IELTS for the English language requirements. You should visit the university websites and check the entry requirements of the respective programme you are applying to.
