GNDU is better college. So, if your college is affiliated to it then no problem. Or affiliation mostly does not matter, studies matter.

There is never a problem if your interest lies in this stream, so age don't matters. But, be cautious while choosing the institute as the name of brand matters a lot. Go for the institute that along with good education also provides you exposure to improve your skills. Here are some of this colleges where you may get admission:
1. DU
2. Lovely Professional university
3. VIT
Lovely Professional University provides an excellent infrastructure. Also the university holds a good track of placements record.

Garg, don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies. I would say Thapar Institute of Engineering and Technology is the best option to pursue B.Tech. It is one of the oldest and top-ranked institutions in India, even older than IITs. The alumni of Thapar Institute of Engineering and Technology has such good success stories to share, and you can find it on the Institutes social media profile. It provides you with a better curriculum, well-equipped labs, and a good exposure that results in better job opportunities.

If you want to prepare for civil service then don't get yourself into B.Tech try some course like B.A, B.Sc. Take some literature course so that you can focus on civil service.

Placement at Thapar Institute is pretty good as compared to other private institutes and many renowned companies visit the campus for placement such as Reliance, KPMG, HSBC, Deloitte, J. P. Morgan and many more. So do not worry about placement when you're at Thapar Institute if you're hardworking and honest to your studies you'll get it for sure. All the best.

Honestly, I don't know much about Manipal University, but Thapar Institute is one of the oldest institutes and according to me, is the best of all if considered for Engineering. This is my personal experience as 3 generations of my family is alumni from Thapar Institute. Therefore, I would suggest you, go for Thapar Institute, as you would also get more exposure and better guidance through their highly educated faculty members.
