Yes, you will get the refund but certain amount will be deducted from the submitted amount. You can go to college and write a letter to the director or a simpler process will be to meet Koyel or Aditi mam they will guide you.

As per your rank in JEE, you must switch it to any NITs or BIT Mesra, however BIT Sindri is also a reputed institute but it lags in giving a good environment, exposure and good placements.
