If a student fails to clear CAT then MAT is the 2nd option and you write MAT in February or May. Academic year starts in June or July so yes, any university which is recognized by UGC has to accept the CAT score.

Yes, he is eligible to appear for bank exam. But bank exam has some criteria like age limit and marks required.
