No, after scoring atleast 550+ marks you can qualify NEET and take admission in government colleges.Geetanjali University does not offer scholarships to MBBS students, it's a private college and is very expensive.

With a 66 percentile in JEE and 85% in your board exams, you have a reasonable chance of admission to B.Tech CSE at CTAE Udaipur. Admission is based on JEE Main scores and board exam performance. While 66 percentile might be lower than the top cutoffs, good board exam marks could improve your chances. It's advisable to check specific admission criteria and cutoffs for the year.
