Hi Nidhi,
According to your percentage, the chances are very less as the college requires the candidate with 50% aggregate marks. So the chances are very less as your percentage doesn't match the given criteria.

No you're not eligible for this college as the marks they are asking is 50% aggregate and you've 41%.

A tag of IIT is far better than any of the NITs but looking at the course and faculty, I would suggest you to go for electronics as the scope for this field is increasing day by day and so the placements.

The minimum educational qualification required to apply for admission to the Ph.D programme is as follows:
1) Master's degree in Sciences/ Engineering/ Technology/ Management/ Social Sciences/ Commerce with a good academic record.

The basic eligibility criterion for pursuing MA(Public Administration) degree is having graduation degree in any stream with a three-year study duration. Candidates should have a minimum aggregate of 50% or its equivalent CGPA.
