If you want admission in Anna University, you should score more than 98% in 12th. To get admission in VIT, you need to appear for VITEEE exam and with a good rank in that, you can get admission.

VIT doesn't accept JEE Score. There is a separate entrance called VITEEE conducted by VIT to take admission in any of the B.Tech programmes. And the minimum eligibility is 60% in 12th boards.

The category will define the merit list of the students. The students will be called for counseling based on the scores. I could explain with the example saying Rank 1 to Rank 2000 will be put up in Category 1 and the category 2 will have rank holders between Rank 2001 to 3500 and the rest into category 3. The above mentioned ranks are mentioned for example and the actual split will be done by VIT admissions.

I guess you were questioning about fee structure. I can give you the fee structure for first 3 years. For Category 1 :Rs.96,000; Category 2: Rs. 1,59,000; Category 3: Rs. 1,92,000. It will change for fourth and fifth year for all three categories. Please visit VIT website for more details.

No, it's not possible for you to take admission in any of the B.Tech programs if you have not appeared for VITEEE.
With 12th marks, you can get admission in other UG courses offered by VIT.

In B.Tech CSE, you will get only a UG degree. However, if you do M.Tech integrated, you will get UG + PG certificate and even you have more job opportunities since you hold a PG degree too.
