There are rare chances of you getting admitted to VIT with this rank. But, give a try till last round, if you are ready to take a risk. Because, if there are not sufficient numbers of admissions, in the last round anything can happen, i.e., any person with any rank can get admission. Both the colleges are good, but in VIT the fees is higher than PSGIM & average CTC is little high in VITBS.

Admission in VIT-Vellore is done through VITEEE.
The other way to get admission in VIT is through management quota.
I think, still, there are 15% seats reserved for management quota in VIT. So, try to contact VIT admission cell for the same.

You can definitely pursue your B.Tech course in VIT University, Vellore and that too by getting admission directly in the second year of engineering course through lateral entry scheme. For this, you need to appear for the lateral entry test conducted by the VIT University and secure good rank.

The M.Sc. Microbiology department at Abasaheb Garware College, Pune (Welcome to MES Abasaheb Garware College, Pune) has a very well-known and established Microbiology department. It is a granted course, and that's why the fees is less. The admissions are based on the aggregate of your B.Sc marks.
The microbiology departments at Fergusson college, Pune http://www.fergusson.edu/ (where I did my BSc from) and at Savitribai Phule Pune University are also very good.
