Secure a good score in the entrance exam for MCA for particular a college or university. Based on your marks, you will get admission in the second year. Colleges offers both 2-year and 3-year MCA courses. If you want to enroll for 2-year course, then you will get admission directly and you can skip the first year.

Non-Local getting a seat are less, but you may even attempt TS EAMCET for better chances for getting into AU. You need to get a good rank to ensure a free seat.

Yes, you may get in General Category. Candidate should have passed a recognized Bachelor's Degree examination of minimum three years duration with at least 50% marks for general category and 45% marks in case of SC, ST reserved category in the qualifying examination with Mathematics or one of the subjects at 10+2 level.
