IIT-Bhubaneswar is a new IIT, whereas, Jadavpur is an old established university with excellent track records in academics and campus placement, therefore, it is recommended that you opt for Jadavpur University over IIT-Bhubaneswar.

Hi Kantik,
Jadavpur University, Faculty of Engineering and Technology, Kolkata has an overall rating of 8.5 in terms of campus life, placements, studies and other parameters. It is an excellent college even for CSE. Job placements and opportunities for Computer Engineering and IT are very good, comparable to any good institute in India but cannot say the same for other branches.

As both are very good colleges so it's tough to compare in between, however, considering your branch selection it will be better to take ECE at NIT-Allahabad.
