These universities have a tie and equally top ranked. There is no concept of on-campus placements in foreign university so if you are asking about the same there is no answer. However for employment information you can check the career report of the departments. Check the websites and find the employment/career reports.

Yes, you can apply. Columbia is one of the world's best. In addition to your grades, you must submit a very good personal statement with clear career plans and interests, reference letters from your professors and employers will also be very crucial in the admission process.

The University of British Columbia is one of the top-ranked and selective universities in Canada. On the basis of your academic record gaining admission into UBC seems difficult. Winnipeg is also selective but you can still try. I will suggest you check universities in Australia, New Zealand and European countries.

You must take GRE to be considered for admissions. A valid TOEFL score, statement of purpose, letters of recommendation, etc. will also be required. Columbia is one of the top ten universities in US, so the admission process is going to be extremely competitive. Admissions will be basis your overall profile. The financial aid will also depend on your profile.
