No, it is not compulsory to have Maths as a subject in 12th to get enrolled in B.Com FMM and B.Com (Hons). Many top universities and colleges take admission without mandating Maths.

You can take B.Com H with or without Maths. Many colleges don't mandate Maths for admissions. So it doesn't matter if you have average marks in Maths u need to pass entrance.
