Yes, you can definitely do 11th and 12th in commerce stream. Commerce stream needs to be available at the institute you are choosing. The fees depends on the institute you are choosing, whether it's of state board or central board. Although the average fees of good institutes lie between the range of INR 50,000 to INR 1 lacs yearly.
