As per the Institute of Company Secretary of India website, the minimum educational qualification required for Foundation programme is 10+2 or equivalent Hence engineering Diploma students completed after 10th are not eligible for this programme.

The CS course is through correspondence and can be completed in three and a half years, and the registration is valid for five years. Candidates who have passed Senior Secondary (10+2 or equivalent) examination of a Board/University constituted by law in India or any examination recognised by the Central Government as equivalent thereto can join the course. There is no minimum pass percentage and students who have passed the Senior Secondary (10+2) examination or any examination equivalent thereto are eligible to join CS Foundation Programme.

Yes you are eligible. As per the eligibility criteria of M.Sc. Computer Science (Software) (2-Year) Part-II
the candidates having passed M.Sc. Part-I in any area of Computer or 1-year Diploma course after
Graduation in any area of Computer from this University or any other University/Institute/DOEACC Society
recognized by UGC/AICTE/DEC/Govt. of India/State Govts.)

Hi,
CS starts at the 10+2 level. Diploma in CS engineering is not considered to be graduate level. Now, you have 2 options- complete class 12th and do foundation level CS while simultaneously preparing for the exam. ( class 11th+class 12th)
Or,
Do 3 year (with lateral entry) engineering programme, and then professional level CS. See these links also
