Look, no university can assure you 100% placements. They just give the opportunity, and you have to grab it with your hard work, skills and knowledge. But there is a definite comparison between all the universities in terms of placement. In that case, I will say that Kurukshetra University is not up to the mark.

You have many options after 12th. Those are -
B.Sc in Computer Science, B.Tech in CSE, IT, ECE, EE, etc. BCA. As well as per my research some of the students do a course from a reputed institute on the software language & also Bachelor's degree in parallel.
