Yes, you can get a seat in DTU. As you are from the reserve category, your Mains cut-off score is very low.
Try your luck.

Yes, it is an average college, but for BCA course and details about the college such as placement fee facilities etc. are listed below:
Entrance Preview:
I choose this, as it looks hot and happening, but it is opposite of that. Admission for UG is done on the basis of class 12th. It looks good from outside, and they have lots of celebrities who come in college for their promotion.
Fee Structure and Facilities:
Fees for UG courses is high when compare to other colleges as its 60000pa for B.Com.

I am very glad to know that you are so much interested. Take PCM in class 12th, preparing for IIT is not compulsory but if you want, you can, if you will go for IIT for your further technical degree than its fine, if you didn't get that then go to any of the top private colleges, after the completion of your technical degree, you can apply as a junior software engineer in ISRO. They will help you to pursue your further higher education.

It's simple. Just choose CS branch in any undergraduate programme like B.E/B.Tech etc. If you have completed your Diploma, then you can get the lateral entry in UG programme. It is not necessary to have same branch that you have choose in your Diploma.

Yes, it is possible. You need only NOC certification from your previous pass out college. The chances of securing the admission in a different branch through the online process is difficult. In the counselling round, you will get the college, if there is any college left.

Just search first that which are the colleges that offer software engineering then go for the admission procedure. All colleges get admission on the basis of either their entrance exam or the JEE Mains exams. If you score more in class 12th or in the entrance exam of the college then you may get the scholarship too. Just do the hard work and concentrate on your studies. You must score a good percentage in class 12th to become eligible for appearing in the exam and must qualify with enough marks so that you can get your branch easily.
Wish you best of luck.
