Yes, you can get admission in computer engineering in Bangalore because minimum eligibility to apply is 50%.

Admissions to Diploma courses in Maharashtra are restricted to domiciles of Maharashtra only. If you have this then surely you can seek admission.

It's very nice to see your dreams so early on in life. But you still have four years to pass out of 12th. I am sure many things would have changed by then. I would advise you to concentrate on real learning of every subject till then. It will definitely give you a head start when you reach 12th.

CSE in itself is a great field. They will teach you enough software in college during this course. However, if you are interested in any specific software then surely you can learn it separately.

It depends on what kind of job role you want to take up. There are plenty of branches/aspects of a software engineering role in Information Technology industry. Most importantly try to find which aspect you like the most. Generally, most of the times this remains undecided.
If you want to take up hardcore Coding/Development related job, my suggestion is to pick up a programming language and fall in love with. Start practicing problems with minimal difficulty level to tough ones. Easier ones can be easily found on the internet. The tougher ones however, needs certain level of deeper searches.
