Why are you obsessed with Engineering? It's not the end if the world. With your marks, you can get admission only in a private college may be through management quota only. But I will definitely advise you to think of career in commerce, Humanities, fine arts, eco, etc.

You should have passed higher secondary exam from a recognized state or central board of school education with physics, chemistry and mathematics as core subjects. The minimum pass percentage for general category remains 45%, whereas candidates belonging to reserved categories can pursue the course with 40% marks in aggregate.

Of course he is eligible, but it's uncertain if you'll get the asked for course. You can always select a course and then slide to the desired course after the end of the first year if you have a +9 GPA.
