Considering previous years cut off it seems quite difficult even if you have Delhi residential. IPU attracts a huge crowd and the closing rank for all branches in 2016 for Delhi students went upto 22251 and obviously lower for non resident of Delhi.

If you want to take admission in a government engineering college then you need to qualify the JEE Mains a test conducted by CBSE or any state level CET.

No, with that rank you will not get seat in NITs, but with that rank you may get seat in other private universities which considers JEE rank.
