Yes, a BVoc MLT from TISS is eligible for the UPSC CSE examination. The UPSC CSE examination does not have any specific educational requirements, so any graduate with a bachelor's degree is eligible to apply.

The eligibility criteria for LNCT University BTech CSE course is that candidates should have passed Class 12 with PCM from a recognised board. To be eligible for admission to the BTech in Computer Science and Engineering programme at the Indian Institute of Information Technology Dharwad, you need to score a minimum of 75% marks (or 7.5 CGPA) in your Class 12 (or equivalent) examination with Physics, Mathematics, and one of Chemistry/Biology/Biotechnology/Technical Vocational subject. Your calculated rank will be somewhere around, 40000 to 5000 that is too high for any NIT or IIIT. You need a minimum of 99 percentile if you are aiming for CSE as it is the most sought after branch in the engineering and therefore have very high cutoffs, under 5-10k.
