Most universities give you the option to apply directly on their websites. Be sure to read the requirements carefully when applying to American universities. Since you took a long gap of 5 years, so it is really very tough to get admission in US University. You need to give a very solid reason for this huge gap as preparation for civil is not going to help you out.

Dear Harika!
I don't understand that for which problem you are talking about. I think that you are afraid of the change in the stream from electrical to computers. Right? So dear, I want to clarify that there is no harm in changing the stream from UG to PG. You are absolutely eligible (provided you must have to fulfill other conditions also). However, your visa investigation officer may ask about this question. And trust me, you must have to convince him with your answer. You may face this (that why you want to change your stream?) in US's university application form. So be prepared for the answer. Otherwise, all is well.

Dear Satya,
Sorry to say, but since your 12th marks are extremely low and hence, you can't get good colleges of computer science even in India. You have to score above 60% (and for NIT or IIT, you must have 75%+) in 12th. And for USA, you must have 85%+ in class 12th. Although, you can try your luck while applying.
